Cooper-Church Amendment Goes into Effect

The Cooper-Church Amendment, which is attached to the Foreign Assistance Act of 1970 (Public Law 91-652), goes into effect. It cuts off funding for U.S. ground operations and military advisers in Laos and Cambodia. The amendment also stops U.S. support for South Vietnamese operations in those countries. The amendment is a direct legislative response to the U.S. incursion into Cambodia and is sponsored by Senators John Cooper (R-KY) and Frank Church (D-ID).1
